These include the country's poor economic condition, low pay for public officials, high living costs, societal demands for extravagant spending, societal acceptance of corruption, excessive powers given to public servants by laws, and a lack of effective measures against corruption.

Four steps could be helpful: reducing the discretionary powers of individual officials, strengthening anti-corruption departments, promoting moral values, and implementing stricter punishments for corruption.
